A number of GPs in Leitrim and Sligo are understood to be preparing for the provision of abortion services.
The news comes after it was reported that no doctor in either county has so far signed up to the new service.
A spokeswoman for the HSE said that the situation is “evolving” and GPs are joining on a daily basis.
But Bernie Linnane, of the Leitrim Abortion Rights Campaign, says the situation means women in the county are being treated as second class citizens.
